Indigenous Throughcare Project



The Indigenous Throughcare Project provides both prison support and intensive case management with the aim of reducing repeat offending by addressing the 'throughcare' needs of adults prisoners and juvenile detainees in the Northern Territory (NT).

'Throughcare' involves the coordinated provision of support to an offender, beginning with their initial contact with correctional services and continuing until the offender has successfully reintegrated to the community. Prison based 'throughcare' assists both adult prisoners and juvenile detainees. This includes:

Intensive case management provides pre and post release rehabilitation and reintegration services for a smaller number of Aboriginal prisoners. Prisoners and juvenile detainees are engaged within six months prior to their release and a caseworker continues to work with clients for six or more months after their release from custody. Strength-based case management and referral services assist individual prisoners to access opportunities when they are released from prison or juvenile detention. This addresses an individual's needs in the areas of rehabilitation, accommodation, employment, education, health, life skills and reconnection to family and community.

The project is voluntary and to be eligible for assistance the client must be in 'high need'. Issues may include:

The project is managed by the Northern Australia Aboriginal Justice Agency (NAAJA). Referrals to the project may come from prisoners themselves, NAAJA Prison-based Throughcare Workers, Darwin Correctional Centre's Sentence Management team, Don Dale Juvenile Detention Centre, NT Community Corrections, lawyers, other service providers and families of prisoners.
